He is responsible for party building, united front work, publicity, ideology, spiritual civilization, and trade union affairs. He supervises the Organization and United Front Work Department (related to party building and united front work), the Publicity Department, and the Trade Union, and liaised with the Department of Business Administration. He assists the Party Secretary in supervising the Audit Office and handles tasks assigned by the senior leaders of the college.
