The construction meeting of the Jinan Economic Development Zone Industry-Education Consortium was held at the Shandong Labor Vocational and Technical College on November 14.
The Jinan Economic Development Zone Industry-Education Consortium is a municipal industry-education consortium involving government, industry, enterprises, schools, and research institutions. It is jointly led by the Jinan Changqing University Town (Jinan Economic Development Zone) Management Committee, Shandong Labor Vocational and Technical College, and China National Petroleum Corporation Jinan Diesel Power Co., Ltd. The consortium also includes key enterprises and research institutions within the Jinan Economic Development Zone, universities and vocational schools in Changqing University Town, as well as relevant entities in the intelligent manufacturing sector within Jinan city.
The Party Committee members of Shandong Labor Vocational and Technical College, the first batch of director organizations of the consortium, the first batch of corporate mentors, as well as representatives from over a hundred related entities including brother universities and research institutions attended the conference. Besides, the conference was presided over by Zhao Yaopei, Deputy Secretary of the Party Committee and President of the college.
Cheng Li, a second-level researcher from the Vocational Capacity Building Department of Shandong Provincial Human Resources and Social Security Department, expressed three expectations for the construction of the consortium in his speech: First, to closely follow the forefront of industry development and build a school-enterprise collaborative education consortium. It is also necessary to deeply promote school-enterprise collaborative education, coordinate high-quality educational resources in fields such as intelligent manufacturing and information engineering, and focus on the needs of industry development. Second, to deepen the collaborative mechanism and construct a deeply integrated industry-education consortium. Among government, schools, enterprises, and industries, it is essential to achieve an organic connection between the education chain, talent chain, industrial chain, and innovation chain. Third, to gather industry-education resources and create an integrated service consortium for industry and education. By fully leveraging the advantages of industry and education, and relying on the key carrier of the municipal industry-education consortium, a multi-subject dialogue and communication platform and a benefit integration mechanism can be continuously improved. Accordingly, it also aims to create an innovative and substantive platform for industrial talent training in Jinan Economic Development Zone and empower the region’s high-quality development.
Ma Bingguang, the Chief Inspector of Jinan Education Bureau, and Zhao Chen, the Deputy Director of the Changqing University Town Management Committee (Jinan Economic Development Zone), delivered speeches on behalf of the Jinan Education Bureau and the Changqing University Town (Jinan Economic Development Zone) Management Committee respectively.

At the preparatory meeting held before the conference, Zhang Lifang, a member of the Party Committee and Deputy Dean of Shandong Labor Vocational and Technical College, reported on the preparations for the consortium. The meeting reviewed and approved the consortium’s charter, organizational structure, and relevant institutional documents. In addition, it also approved the list of members for the first council session and designated 3 chair organizations, 19 vice-chair organizations, 1 secretary-general organization, and 6 council member organizations.
The leaders in attendance and representatives of the lead task organizations jointly pressed the launch button for the consortium, to witness its initiation together.
The meeting held a plaque awarding ceremony for the chair organizations. Besides, the leaders in attendance also presented plaques to representatives of 3 chair organizations and 6 vice-chair organizations respectively.
During his speech, Sun Zhongzhi, the representative of Shandong Labor Vocational and Technical College and its Party Committee Secretary, stated that as the chair organization, all departments and related divisions of the college should actively connect with and serve the member organizations of the consortium. It was also needed to open up their research platforms and training bases for joint construction and sharing with enterprises. Services such as industry development trend analysis, consultation on scientific and management challenges, collaborative efforts in key technological breakthroughs, policy advisory, and training of technical and managerial talents will be provided. Besides, together with all member organizations, we will build and utilize the industry-education consortium platform effectively, to seek more points of convergence in key industrial fields like intelligent manufacturing, and deepen our cooperation, thus achieving mutual benefits and win-win outcomes for both industry and education.
Li Guochen, the representative from the Human Resources Department and Deputy Head of the Party Committee Organization Department of China National Petroleum Corporation Jinan Diesel Power Co., Ltd., delivered a speech as the chair organization representative.
The meeting held a signing and unveiling ceremony for collaborative projects related to industry-education integration. The college also signed 4 cooperation agreements with the Changqing District People’s Government, Shandong Beichen, Guoshun Group, and Jinan Aotto, with a focus on the “2+2” industrial system of “two leading industries + two distinctive industries”. These agreements aim to carry out forward-looking and original industrial technology cooperation, and jointly promote cooperative education, talent cultivation, employment, and development, so that talent support and intellectual backing can be provided for the high-quality economic and social development of Changqing District.
Chen Nan, the Deputy District Mayor of Changqing District People’s Government, and Zhang Lifang, a member of the Party Committee and Deputy Dean of Shandong Labor Vocational and Technical College, jointly signed the cooperation framework agreement.
Jin Yanjun, Deputy General Manager of Shandong Beichen Machinery and Equipment Co., Ltd., and Zhang Zhengmei, Head of the Intelligent Manufacturing Department at Shandong Labor Vocational and Technical College, jointly signed an agreement to establish a cooperative order class for intelligent welding. Furthermore, Lu Shengtao, General Manager of Guoshun Group, and Sun Daming, Deputy Secretary of the Party Committee of the Intelligent Manufacturing Department at Shandong Labor Vocational and Technical College, signed a provincial-level “Green Collar Vocational Skills Training Cooperation Project Agreement.” Wang Xiaochen, Director of the Department at Jinan Aotto, and Li Dongchen, a teacher representative from the Electrical and Automation Department of Shandong Labor Vocational and Technical College, went on stage to sign an agreement to jointly establish a typical production practice project.
The plaques were unveiled for the Automation Vocational Education Industrial Engineer Academy, the Teacher Practice Center of China National Petroleum Corporation Jinan Diesel Power Co., Ltd., the Open Regional Industry-Education Integration Practice Center, and the High-Skill Talent Training Base of Shandong Yingsheng Automotive Technology Co., Ltd at the meeting.
It will focus on the intelligent transformation and digital transition of equipment manufacturing enterprises after the establishment of the consortium, and serve to advance the construction of a new type of industrialization. Besides, the high-quality elements of vocational education and industry enterprises should also be gathered, to delve into enterprises, and promote the joint construction of school-local-enterprise projects. After building a talent supply and demand information platform, it is needed to establish a high-level industry-education integration public training base, and jointly carry out scientific research projects and technological innovations. Therefore, breakthroughs have been achieved in supporting the high-quality development of the Yellow River Basin and cultivating high-quality technical and skilled talents, to facilitate the conversion of old and new driving forces in Shandong Province. It also includes strengthening Jinan’s position as an “industrial powerhouse,” and aligning with national and regional major development strategies.
