BuLingrui, born in March 1983, is amember of Communist Party of China. He graduated in 2016from Shandong University of Traditional Chinese Medicine with a major in Biomedical Engineering, holding the title of Associate Professor. Currently, heservesas the Deputy Secretary of the Party General Branch of the Department of Information Engineering.In October 2021, he was awarded the title of “First Outstanding Educator (Teaching Category)” by Shandong Labor Vocational and Technical College.In January 2022, he was named “Shandong Province Technical Expert”.In June 2022, he was recognized as “Shandong Province Vocational Education Young Skills Instructor”.InSeptember 2022, he was honored as one of the “Top Ten Teacher Ethics Models” by Shandong Labor Vocational and Technical College. He has led two Shandong provincial online courses in vocational education and two provincial exemplaryresource-sharingcourse, and participated in the“Skills Empower Shandong”vocational skills competition, where his team won the first prize in the Big Data category. In addition, he guided students to win two national first prizes and four provincial first prizes in vocational college skills competitions. He has presided over three teaching and research programsatprovinciallevel andauthored two textbooks. Heobtained one patent and five software copyrights. Additionally, he has published 23 papersandcontributed to a vocational education teaching achievementatprovinciallevelthat won a first prize and a second prize. Heparticipated in various quality programs, including national Party Building Model Departments, Party Building Exemplary Party Branches, National Vocational Education Online Courses, and National Vocational Education Teacher Teaching Innovation Teams.
