Meng Xin, born in February 1981, is a member of the Communist Party of China. He graduated in July 2004 from Shandong University of Art with a major in Art Design. He is an associate professor and senior technician.Currently, heserves as the Director of the Department of Modern Urban Studies at Shandong Labor Vocational and Technical College.Heis an expert and coach for the China Technical Guidance Group in the Graphic Design competition at the 46thand 47thWorld Skills Competition organized by the Ministry of Human Resources and Social Security. He is a member of the Fashion Design Committee of the Professional Committee on Art Design for Vocational CollegesoftheMinistry of Education, a member of the Creative Design Committee of the Technical Education and Vocational Training Instruction Committee under the Ministry of Human Resources and Social Security, and a member of the Shandong Industrial Design Committee.
In September 2009, he was awarded the title of “Outstanding Instructor” by the Shandong Provincial Department of Education. In February 2010, he was honored as an “Outstanding Communist Party Member” by theHuman Resources and Social SecurityDepartment ofShandong Province. In November 2015, he received the titleof“Outstanding Contribution Technician” from the Jinan Municipal People’s Government. In December 2016, he was recognized as an “Outstanding Coach” by theHuman Resources and Social SecurityDepartment ofShandong Province. In September 2018, he was named “Outstanding Instructor” and “Outstanding Judge” at the 45thWorld Skills Competition Shandong Provincial Selection. In December 2019, he was awarded the title of Outstanding Individual in Art Vocational EducationofShandong Province.In April 2020, he was recognized as “Outstanding Instructor”,“Outstanding Judge”,and “Outstanding Contributor” at the 46thWorld Skills Competition Shandong Provincial Selection. In July 2020, he was named “Quancheng Chief Technician” by the Jinan Municipal People’s Government. In September 2022, he received the title of “Technical Skills MasterofShandong Province” from theHuman Resources and Social SecurityDepartment ofShandong Province. In November 2023, he was honored with the title of “Qilu Craftsman” by the Shandong Federation of Trade Unions.
He has been engaged in vocational education for 17 years, consistently working on the front lines of education, teaching, and coaching. As the head of the national training base for the World Skills Competition, he has served as a judge and expert for the China TechnicalGuidanceExpertGroupin the national selection competitions for five consecutive editions of the competition. He has trained one recipient of the National May 1stLabor Medal, three national technical experts, and eleven provincial technical experts in Shandong. He has been honored with several prestigious titles, including Shandong Province Technical Skills Master, Qilu Craftsman, Quancheng Chief Technician, and Jinan Outstanding Contribution Technician. He has received multiple recognitions for “Outstanding Contribution” from the Ministry of Human Resources and Social Security and Human Resources and Social Security Department of Shandong Province. His coaching and training ability in the Graphic Design competition programisrecognized as being at the national forefront.
He has achieved remarkable results inmajordevelopment. As theteamleaderof themajor ofArt Design, his team won first place in the National Vocational College Teachers’ Teaching Ability Competition. They also developed one textbook approved for the 14thFive-Year Plan fornationalvocationaleducation and one high-quality online open courseatnationallevel.In addition, his team established one educational innovation team in Shandong Provinceandwon two firstprizesin the Shandong Provincial Teaching Ability Competition. His teaminitiated a community education course in Shandong Province. He innovated the “Double Integration, Three-Stage, Four-Dimensional” talent cultivation model and established 26 off-campus training bases with leading industry enterprises. Over 8,500 skilled professionals in the field of art and design have been trained,whichhelpsto fill the gap in digital art talent in Shandong Province to some extent.
He has achieved significant results in teaching and research. He has presidedover and participated in 16 research programsatprovincialleveland 12horizontal programs. His involvement in research contributed to a firstprizefor research achievements from the Shandong Provincial Department of Education. He alsoparticipated intwo invention patentsandcontributed to the construction of a national professional teaching resource database. Heparticipated in the Shandong Provincial Vocational Education Skills and Techniques Inheritance and Innovation Platform Program. He served as the chief editor or contributor to 15 books and textbooks. Hepublished 2 international papers and authored more than 20 national professional papers.He has long served as the chief design consultant for leading enterprises in the industry, with related technical services generating overRMB5 million in revenue. He led the design for more than 20 major provincial and national events, including the CCTV program “China’s Top Talents” and the 30thAnniversary Exhibition of the State Grid’s Reform and Opening Up. These programs received unanimous praise from provincial leaders and had a significant socialinfluence.
His coaching and training abilities are recognized as being at the forefrontin China. As the head of thetraining baseofWorld Skills Competition Graphic Design in Shandong Provinceand the national training base, he has guided students to participate in the competition for five consecutive editions and served as a judge for the national selection competition. He mastered advanced design conceptsanddeveloped exceptional skills. Headopted unique training methods, with rich experience in competition judging. His efforts have brought honor to both the college and Shandong Province, earning repeated praise from provincial leaders and recognition from Human Resources and Social Security Department of Shandong Province.He guided young teachers to win the national championship in the Industrial Design Vocational Skills Competition, with one teacher awarded the “National May 1stLabor Medal” and thetitleof“National Technical Expert”. He also coached students in various skill competitions, leading them to win 1 international championship and 3 honorable mentions. His students earned 1 silver medal and 1 bronze medal at the China National Vocational Skills Competition, with silver medalist Li Mengmeng ranking second in the assessment competition and being selected as a reserve candidate for the World Skills Competition by the Ministry of Human Resources and Social Security. At the Shandong Provincial Vocational Skills Competition, his students won 2 gold medals and 3 silver medals.In the World Skills Competition national selection, his students earned 6 first-place awards and were selected for the national training team for five consecutive editions. In the Shandong Provincial World Skills Selection, they won 9 first-place awards. At the National Industry Vocational Skills Competition, his students and faculty together won 2 national championships and 3 provincial-level first-place awards. In the "Skills Empower Shandong" Vocational Skills Competition, his students won 12 provincial-level first-place awards and 7 second-place awards.He trained studentssuch asLi Juanbing and Chen Chenglong, who were recognized as national technical experts, while Wu Kaiqi and 11 others earned Shandong Province technical expert titles.In addition, 8 of his students joined provincial vocational colleges and technician colleges as high-skilled talent.
