东劳动职业技术学院(山东劳动技师学院)是山东省人力资源和社会保障厅直属的全日制普通高等院校,始建于1955年。学院是全国职业教育先进单位、国家高技能人才培养示范基地、国家级专业技术人员继续教育基地、国家技能根基工程培训基地、山东省高等教育技能型特色名校、山东省优质高等职业院校,“国家技能人才培育工作突出贡献奖”获得单位,山东省公共实训基地建设运营单位。


学院位于泉城济南,建有槐荫和长清两个校区,占地面积1050亩,现有在校生14000余人。校内实习实训场地面积121365平方米,实训室218个。建有智能制造、智能控制、焊接、新能源汽车、商品展示、新媒体直播、智慧物流、家具木工等8个实训中心,可满足智能制造生产线、工业机器人安装与调试、新能源汽车、信息技术、数字商贸、智慧物流等领域技能培训,年实训规模超35000人。

Shandong Labor Vocational and Technical College (Shandong Labor Technician College), founded in 1955, is a full-time vocational college directly under Human Resources and Social Security Department of Shandong Province. The college is entitled as National Advanced Vocational College, National Demonstrative Base for High-skilled Talents, National Continuing Education Base for Professional workers, National Training Base of Skills Foundation Engineering, Skill-typed Characteristic College of Higher Education of Shandong Province, and High-quality Vocational College of Shandong Province. It has been awarded the prize of National Outstanding Contribution in High-skilled Talents Education and choosen as the construction unit of Public Training Base of Shandong Province.


 

The college, located in Jinan dubbed the spring city, has two campuses of Huaiyin and Changqing with an area of 1,050 acres including the building area of 497,000 square meters. There are more than 14,000 students , The area of internship training site is more than 121,365 square meters, including 218 training rooms. There are 8 training centers for intelligent manufacturing, intelligent control, welding, new energy vehicles, commodity display, new media live broadcast, smart logistics, furniture and woodworking, which can meet the need of skills training in intelligent manufacturing production lines, industrial robot installation and commissioning, new energy vehicles, information technology, digital commerce, smart logistics and other fields, with an annual training scale of more than 35,000 people.

服务国家区域战略,围绕产业办专业。

设有智能制造系、电气及自动化系、汽车工程系、信息工程系、现代城市系、工商管理系、劳动经济系、基础(体育)教学部、思想政治课教学部、技师部等10个教学系部。形成了“以智能制造专业为主体,电子信息类和现代服务类专业为两翼”的专业布局,重点建设智能制造、信息技术、自动化、汽车维保、现代商贸流通、城市艺术设计和智慧财经7个专业群,43个高职专业面向全国招生。在全国率先实行“双证书”制度,毕业生可同时获得“大学专科学历证书和高级职业资格证书”。推出“卓越技师”培养计划,形成“专科学历+技师资格”的高端技术技能人才培养标准和经验。

实施人才强校战略,强化师资队伍建设。

现有教授37人,副教授162人,“双师型”教师占比85%以上。国家级教学名师1人、享受国务院特殊津贴专家3人、全国“五一劳动奖章”获得者1人、教育部新时代职业学校名师培养对象1人、全国技术能手10人,泰山产业领军人才1人、山东省技术技能大师2人、齐鲁首席技师1人、山东省首席技师4人、山东省教学名师8人、山东省技术能手93人。山东省高校黄大年式教师团队3个,山东省职业教育教学创新团队6个,山东省“青创科技计划”创新团队1个。国家级技能大师工作室1个,山东省职业教育名师工作室3个,山东省齐鲁技能大师特色工作站1个,山东省职业教育技艺技能传承创新平台4个,山东省职业教育“技能大师”工作室2个。入选第三批国家级职业教育教师创新团队。

深化教学改革,打造人才培养高地。

参与国家专业教学资源库项目4个,主持或参与省级教学资源库项目8个,获评国家级在线精品课程6门、省级精品资源共享课程25门、省级在线精品课程19门、省级课程思政示范课程3门。国家创新行动发展计划骨干专业3个、生产性实训基地1个,山东省高水平专业群3个,山东省品牌专业群2个,山东省特色专业7个,牵头或参与省级专业教学指导方案开发7项,“十四五”职业教育国家规划教材3部。入选第44、45、46、47届世界技能大赛中国集训基地,获批山东技能大赛研究中心。师生参加各级各类技能大赛成绩突出,近三年,获国赛一等奖41项、二等奖39项,省赛一等奖210项。教师在全国职业院校技能大赛教学能力比赛中获国赛一等奖2项、三等奖1项,省赛一等奖8项、二等奖14项。

深入开展校企合作,提升产教融合内涵。

获评山东省校企一体化办学示范院校。牵头建立全国高档数控装备和人力资源服务行业产教融合共同体,济南经济开发区产教联合体,成立国家示范性职业教育集团-山东省机械行业职业教育培训集团。在390多家大中型企业建立校外实习基地,先后与中国重汽、中智科技、华中数控、瑞典斯凯孚、豪迈集团、开泰集团、日立电梯等国际化企业合作共建专业,实现联合招生、共同培养、定向就业。与武汉华中数控股份有限公司、山东网商教育科技集团、山东栋梁科技设备有限公司等企业共建智能制造学院、数字经济学院、工业互联网产业学院等5个产业学院。

扎实推进科教融汇,增强社会服务能力。

“十四五”以来,获批山东省工程研究中心、山东省高等学校未来产业工程研究中心、山东省高等学校科技成果转化和技术转移基地等市级以上创新平台21个。获教育部人文社科项目、省自然科学基金项目等省级以上教科研项目77项,开展横向服务项目68项,立项省级教科研项目70项,获省级教科研成果奖100项,取得发明专利94件。立项省内唯一的“劳动教育与职业体验”主旨省级科普基地。获批全省首批职业技能考核鉴定机构,国家级残疾人职业技能培训基地、山东省退役军人创业就业指导站。面向在校学生、企业职工、农民工、退役士兵等重点群体开展培训,年均服务超2万人次。

服务“一带一路”,推动“技能出海”。

以提升国际化办学质量为中心,统筹做好“引进来”和“走出去”两篇大文章,将中国传统文化、齐鲁儒家文化、学院劳动文化的建设成果与国际化高技能人才培养深度融合,将国内成熟的产教融合育人模式推广至海外,举办境外办学项目3个,与豪迈集团共建班·墨学院1所。与韩国、俄罗斯、德国、英国、泰国等23个国家院校建立友好合作关系现有中外合作办学项目3个,开发多语种职业标准、专业标准、课程标准和课程资源34项,在11个国家推广应用。立项教育部国际合作与交流司德国博世应用型和技术技能型人才培养合作试点项目、工业机器人技术中德先进职业教育合作项目,获批山东省技工院校国际交流合作中心教研组组长单位。承办汉语桥团组交流项目,面向新加坡、俄罗斯等国家开展“职业技能+中文”境外培训。


学院凭借扎实的人才培养、优秀的毕业生质量形成了就业领域广、专业对口程度高、发展前景好的就业格局,毕业生毕业去向落实率保持在98%以上。被评为“全省高校就业工作先进单位”“全省高等学校创业教育示范校”,入选“改革开放30年山东教育总评榜——最具就业推动力高职院校”、“高职院校品牌影响力50强”“综合实力前十强国办高职”“毕业生最受用人单位认可高校”“最受网民欢迎高职院校”。

The college actively serves the national and regional strategies by aligning programs with industry needs.

It comprises 10 departments including the Department of Intelligent Manufacturing, Electrical and Automation Engineering, Automotive Engineering, Information Engineering, Modern Urban Studies, Business Administration, Labor Economics, Basic (Physical Education) Education, Ideological and Political Education, and Technician Education. The college has established a program structure centered on intelligent manufacturing, supported by electronic information and modern service. It focuses on building seven key program clusters: intelligent manufacturing, information technology, automation, automotive maintenance, modern commerce and logistics, urban art design, and smart finance, offering 43 higher vocational programs that enroll students nationwide. It is a pioneer in implementing the Dual Certificate System among vocational institutions in China. Qualified graduates can simultaneously obtain both a college diploma and an advanced vocational qualification certificate. Additionally, The college has launched the Outstanding Technician Training Program, creating a standard and experience for cultivating high-end technical and skilled talents with “College degree + Technician qualification”.

The college implements the talent-driven strategy, boasting a strong faculty team.

There are 37 professors and 162 associate professors, with over 85% of the teachers being Dual-qualified (possessing both academic and professional expertise). The faculty includes 2 experts receiving special government allowances from the State Council, 1 recipient of the National May 1st Labor Medal, 1 candidate for the Ministry of Education’s Famous Teacher Training Program for Vocational Schools in the New Era, 1 Qilu Craftsman, 1 leading talent of the Taishan Industry Leadership Program, 10 National Technical Experts, 2 Technical and Skill Masters of Shandong Province, 1 Qilu Chief Technician, 4 Shandong Chief Technicians, 8 Shandong Teaching Masters, and 93 Shandong Technical Experts. The college has 3 Huang Danian-style Teacher Teams at the provincial level, 6 Shandong Vocational Education Teaching Innovation Teams, and 1 Innovation Team under the Shandong “Youth Innovation Science and Technology Plan”. It has established 1 National-level Skill Master Studio, 3 Provincial-level Vocational Education Master Studios, 1 Qilu Skill Master Characteristic Workstation, 4 Shandong Vocational Education Skill Inheritance and Innovation Platforms, and 2 Shandong Vocational Education “Skill Master” Studios. Additionally, the college has been selected as a construction unit for the third batch of National-level Vocational Education Teacher Innovation Teams.

The college has deepened teaching reforms to establish itself as a highland for talent cultivation.

It has participated in 4 national professional teaching resource library projects, led or participated in 8 provincial-level teaching resource library projects. The college has been recognized for its excellence in curriculum development, with 6 national-level online courses, 25 provincial-level resource-sharing courses, 19 provincial-level online courses, and 3 provincial-level ideological and political demonstration courses. Additionally, it boasts 3 backbone majors and 1 productive training base under the National Innovation Action Development Plan, 3 high-level provincial program clusters, 2 provincial brand program clusters, and 7 provincial characteristic majors. The college has led or participated in the development of 7 provincial-level professional teaching guidance plans and contributed to 3 national-level vocational education planning textbooks during the 14th Five-Year Plan period. The college has been chosen as the Chinese training base of 44th, 45th, 46th and 47th World Skills Competition, and has been approved as the Skills Competition Research Center of Shandong Province. Students and faculty have achieved outstanding results in various skill competitions. Over the past three years, they have won 41 national first prizes, 39 national second prizes, and 210 provincial first prizes. In the National Vocational College Skills Competition for Teaching Ability, faculty have secured 2 national first prizes, 1 national third prize, 8 provincial first prizes, and 14 provincial second prizes.

The college has actively deepened college-enterprise cooperation to enhance the the integration of industry and education.

It has been recognized as a Shandong Provincial Demonstration Institution for Integrated College-Enterprise Education. The college has taken the lead in establishing the National High-End CNC Equipment and Human Resources Service Industry-Education Integration Community, as well as the Jinan Economic Development Zone Industry-Education Alliance. It has also founded the Shandong Machinery Industry Vocational Education and Training Group, a national exemplary vocational education consortium. The college has established off-campus internship bases in over 390 medium and large enterprises. It has collaborated with internationally renowned companies such as Sinotruk, China International Intellectech Group, Wuhan Huazhong Numerical Control, Sweden's SKF, Himile Group, Kaitai Group, and Hitachi Elevator to jointly develop programs, enabling collaborative enrollment, co-training, and targeted employment. Additionally, the college has partnered with Wuhan Huazhong Numerical Control Co., Ltd., Shandong E-commerce Education Technology Group, Jinan Bossay Network Technology Co., Ltd., Shandong Dolang Technology Equipment Co., Ltd., and Jinan Sunshine Sister Service Co., Ltd. to establish the Intelligent Manufacturing College, Digital Economy College, New Generation Information Technology Industry College, Industrial Internet Industry College, and Sunshine Industry College, respectively.

The college implements the education strategy of openness, and strives to make the “bringing in” and “going global” to be successful.

The college has made solid progress in integrating science and education to enhance its social service capabilities. Since the beginning of the 14th Five-Year Plan period, it has established 21 municipal-level or above innovation platforms, including the Shandong Engineering Research Center, the Shandong Higher Education Future Industry Engineering Research Center, and the Shandong Higher Education Technological Achievements Transformation and Technology Transfer Base. The college has undertaken 77 provincial-level or above teaching and research projects, including the Ministry of Education Humanities and Social Sciences Project and the Provincial Natural Science Foundation Project. Additionally, it has carried out 68 horizontal service projects, won 100 provincial-level teaching and research achievement awards, and obtained 94 invention patents. The college has also established the only provincial-level popular science base in the province with the theme of “Labor Education and Vocational Experience”. As one of the first vocational skill assessment and certification institutions in the province, the college has set up a Shandong Veterans Entrepreneurship and Employment Guidance Station. It provides training for key groups such as students, enterprise employees, migrant workers, and veterans, with an annual training capacity exceeding 20,000 people.


Serving the "Belt and Road" Initiative by building an international cooperation and exchange platform. With a focus on enhancing the quality of international education, the college strategically balances the efforts of “bringing in” and “going global”. It integrates the achievements of Chinese traditional culture, Qilu Confucian culture, and the college’s labor culture into the cultivation of high-skilled international talents. Additionally, the college promotes its mature domestic model of industry-education integration to overseas markets. It has established three overseas education programs and co-founded the Ban Mo College with Himile Group, providing robust talent support for Chinese enterprises expanding globally. The college has established friendly cooperative relationships with institutions in 23 countries, including South Korea, Russia, Germany, the United Kingdom, Thailand, and Cambodia, etc.  It currently runs three Sino-foreign cooperative education programs and has developed 34 multilingual vocational standards, professional standards, curriculum standards, and educational resources, which have been promoted and applied in 11 countries. The college has also initiated the German Bosch Applied and Technical Skills Talent Training Pilot Project under the Ministry of Education's Department of International Cooperation and Exchange, as well as the Sino-German Advanced Vocational Education Cooperation Project in Industrial Robotics Technology. It has been approved as the leading unit of the Shandong Provincial Technical Colleges International Exchange and Cooperation Center Teaching and Research Group. Furthermore, the college hosts the “Chinese Bridge” group exchange program, providing “vocational skills + Chinese language” training to countries such as Singapore, Russia, Cambodia, and Thailand, fostering deeper cultural and technical exchanges.


Thanks to the solid talent cultivation and outstanding quality of the graduates, the college has formed a robust employment landscape characterized by a wide range of job opportunities, high relevance to students’ majors, and promising career prospects. The employment rate of its graduates has consistently remained above 98%. The college has been recognized as an Advanced Unit for Employment Work in Provincial Colleges and Universities and a Provincial Demonstration College for Entrepreneurship Education. It has also been listed on the 30 Years of Reform and Opening-Up Shandong Education Overall Ranking—Most Employment-Driven Higher Vocational College, ranked among the Top 50 Higher Vocational Colleges with Brand Influence, recognized as one of the Top 10 Public Higher Vocational Colleges in Comprehensive Strength, and honored as a College Most Recognized by Employers for Its Graduates and a Most Popular Higher Vocational College Among Netizens.


Seventy years of vocational education practice have endowed the college with profound heritage, shaping its distinctive educational features characterized by “excellence in skills, employment priority, equal emphasis on education and training, and dual-certificate education”.
